National Objects
 
  Article 64-Lama  
64.1 Executive national government  
  The executive and national power of One Spirit Tribe shall be vested in an executive government comprising the Lama and the National Board of Directors (the Board).  
64.2 Lama  
  The Lama  is the supreme regional leader of One Spirit Tribe, its regional representative to the world. The office of the Lama is the highest regional elected office of One Spirit Tribe and at all times should be considered with the greatest dignity and respect.  
  It is from one of the Lama come our great Prophets to represent the whole as one. They are our most respected, our most esteemed, our most holy.  
64.3 Power of the Lama  
  By virtue of this Covenant and covenant, the Lama  of a nation is vested with regional authority to manage the needs and affairs of One Spirit Tribe for their region through the selection or dismissal of wise counsel in the form of their National Board of Directors, the agencies, officials and administration of the national government.  
  The Lama shall have the authority of official spokesman for the word of One Spirit Tribe for the nation during their time of office and all faithful must obey his command.  
  The Lama shall have the authority over all agencies and National Directors as Chairman of the Tribal Board of Directors. As Chairman of the National Board of Directors, the Lama may choose to overrule motions of the Board and select the agenda and minutes of the Board meetings.  
  The Lama shall have the power by and with the advice and consent of the National Council to make statements of faith that once accepted may then become the basis of new national law.  
64.4 Ceremonial and Spiritual Power of Lama  
  By the authority of this Covenant, by its blessed conjoining with Article 140 of the Holy Covenant of One Heaven and by the power and authority given under Clause 140.2 through the ceremony of Supreme Instantiation of the Powers and Authority of Lama, a Lama shall have the following real ceremonial and spiritual authorities:  
  (i) The Lama shall themselves become a most Holy Instrument of Power, a Holy Person of high spiritual importance, a living embodiment of the new Covenant between Heaven and Earth, between Earth and Nation; and  
  (ii) When a Lama speaks in regards to the holy scripture of One Spirit Tribe, it shall be recognized as having authority within their Nation; and  
  (iii) A Lama shall have the spiritual authority to perform the sacred ceremony of Supreme Blessing of the Body of the Nation, upon their Nation; and  
  (iv) A Lama shall have the spiritual and legal authority to Seal a Deed of Supreme National Sovereignty granted to any Nation that joins as a State Member of One Spirit Tribe;  
  (v) A Lama shall have the spiritual and legal authority to perform the official ceremony of Supreme Blessing of the Executive upon the appointment of a new Head of State of the Nation; world.  
  (vi) A Lama shall have the spiritual authority to perform national cleansings, so that what he decrees on Earth shall be bound in heaven and the spirit world of all spiritual energy that has ever existed for the Nation; and  
  (vii) A Lama shall have the spiritual authority to perform exorcisms, so that what he decrees authority over disruptive spirits they shall be bound in heaven and the spirit world commanding all of all the spiritual energy that has ever existed for the Nation; and  
  (viii) A Lama shall have the spiritual authority to perform bindings so that what is decreed as bound on Earth in regards to justice and equity shall be bound in heaven and the spirit world by the power of all the spiritual energy that has ever existed for the Nation.  
64.5 The Lama as an living instrument of power  
  By the very definition of the role, the Lama is the purest form of teacher and guide. It is for the value of the message and the discourse of knowledge. It is not for the closing or entrapment of mind, but the freeing of the chains that make us believe we are less.  
  The Lama embodies the very covenant of this Covenant and as such each Lama represents in themselves and their role an instrument of power- a living national embodiment of this Covenant.  
64.6 Instantiation (creation) of Lama  
  A man or woman is not deemed a Lama, nor holding the powers of Lama until they have undergone the official ceremony of Supreme Instantiation of the Powers and Authority of Lama.  
  This ceremony represents one of the most important and powerful official ceremonies of One Spirit Tribe as it is through this ceremony that the authority of the Absolute and Universal Power, of One Spirit Tribe and of the great prophets and saints is bestowed upon the new Lama.  
  It is through the ceremony of Supreme Instantiation of the Powers and Authority of Lama that the ceremonial and real spiritual powers of a Lama are bestowed.  
64.7 Qualification of Lama  
  By the authority of this Covenant, only a man or woman meeting all of the following criteria shall be permitted to stand for election to the office of Lama:  
  (i) Currently holds the position of a (permanent) Chief Guru, or is an Elder nominated by majority vote of a Regional Council to stand as a candidate for office of Lama; and  
  (ii) Is aged between 35 and 70;  
  (iii) Has had their primary residence in the Nation for which they seek election for at least twelve (12) months  
  A man or woman who fails one or more of these qualifications shall be ineligible to stand for election to the office of Lama.  
64.8 Term of Lama  
  The Lama shall hold their Office during the term of six (6) years and be elected by national election following the procedures for general and national elections contained in this Covenant.  
  All citizens of One Spirit Tribe in a nation may vote for the election of the Lama through secret ballot. The organisation of the election process shall be handled by the National Director for Fair Elections of One Spirit Tribe.  
64.9 Temporary Lama  
  Prior to the first official elections for National Senate and Lama, a man or woman may be appointed to the position and honor of Temporary Lama.  
  There are two conditions under which a man or woman is permitted to be appointed to the position of Temporary Lama:  
  (i) An existing and recognized national spiritual leader of Hinduism, or Buddhism or Indigenous spiritual beliefs is invited and accepts the office of Temporary Lama under the articles of this Covenant; or  
  (ii) a Temporary National Senate is formed under the articles of this Covenant and a permanent or temporary Elder is elected to such a position by a vote of at least six temporary or permanent Elders from that Nation.  
64.10 Dissolution of position of Temporary Lama  
  The office of Temporary Lama dissolves under one of two conditions:  
  (i) The first official elections for National Senate and Lama according to the articles of this Covenant are held;  
  (ii) The Temporary National Senate is not approved to a permanent National Senate and its status is disbanded.  
  Under either conditions, the man or woman holding the office of Temporary Lama must relinquish all effective control. Failure to do so within fourteen (14) days of notice shall be grounds for automatic expulsion as a member.
