  Article 74-Chief Guru  
74.1 Executive regional government  
  The executive and regional power of One Spirit Tribe shall be vested in an executive government comprising the Chief Guru and the Tribal Board of Directors (the Board).  
74.2 Chief Guru  
  The Chief Guru is the supreme tribal leader of One Spirit Tribe, its tribal representative to the world. The office of the Chief Guru is the highest tribal elected office of One Spirit Tribe and at all times should be considered with the greatest dignity and respect.  
  It is from one of the Chief Guru come our great Sacred Elder to represent the whole region of indigenous as one. They are our most respected, our most esteemed, our most revered.  
74.3 Qualification of Chief Guru  
  By the authority of this Constitution, only a person meeting all of the following criteria shall be permitted to stand for election to the office of Chief Guru:  
  (i) Is a Certified Elder according to the articles of This Constitution; and  
  (ii) That as a certified Elder, the candidate has been properly instantiated through the Official Ceremony- Supreme Initiation of the Powers and Authority of Elder; and  
  (iii) Is aged between 30 and 75;  
  (iv) Has had their primary residence in the Region for which they seek election for at least twelve (12) months  
  A person who fails one or more of these qualifications shall be ineligible to stand for election to the office of Chief Guru.  
74.4 Power of the Chief Guru  
  By virtue of this constitution and covenant, the Chief Guru of a region is vested with executive authority to manage the needs and affairs of One Spirit Tribe for their tribe through the selection or dismissal of wise counsel in the form of their Tribal Board of Directors, the agencies, officials and administration of the regional government.  
  The Chief Guru shall have the authority of official spokesman for the word of One Spirit Tribe for the region during their time of office and all faithful must obey his command.  
  The Chief Guru shall have the authority over all agencies and Regional Directors as Chairman of the Regional Board of Directors. As Chairman of the Regional Board of Directors, the Chief Guru may choose to overrule motions of the Board and select the agenda and minutes of the Board meetings.  
  The Chief Guru shall have the power and authority to recommend an Elder to the position of head of an Assembly. However, it shall always be the right of an Assembly to block such recommended appointments.  
  The Chief Guru shall have the power by and with the advice and consent of the Tribal Council to make statements of faith that once accepted may then become the basis of new regional law.  
74.5 Term of Chief Guru  
  The Chief Guru shall hold their Office during the term of four (4) years and be elected by regional election following the procedures for general and regional elections contained in this constitution.  
  The election of a Chief Guru shall be held in conjunction with the election of Regional Councillors of the same region.  
  All citizens of One Spirit Tribe in a region may vote for the election of the Chief Guru through secret ballot. The organisation of the election process shall be handled by the National Director for Fair Elections of One Spirit Tribe.  
  A person having been successfully elected Chief Guru four or more terms (16 years) shall be ineligible for any further elections as a Chief Guru. Furthermore, Chief Guru are expected to resign within 12 months of their 75th Birthday .  
74.6 Temporary Chief Guru  
  The position of Temporary Chief Guru exists when a Temporary Regional Council is formed under the articles of this Constitution and a permanent or temporary Elder is elected to such a position.  
  The office of Temporary Chief Guru dissolves under one of two conditions:  
  (i) The first official elections for Regional Council and Chief Guru according to the articles of this Constitution are held;  
  (ii) The Temporary Regional Council is not approved to a permanent Regional Council and its status is disbanded.  
  Under either conditions, the person holding the office of Temporary Chief Guru must relinquish all effective control. Failure to do so within fourteen (14) days of notice shall be grounds for automatic expulsion as a member.
